Turning environmental justice complexity into permitting confidence

    For industrial facilities located near communities that have historically borne a disproportionate share of environmental burdens, regulators, particularly at the state level, expect applicants to demonstrate not only compliance with air quality requirements, but also a clear understanding of environmental justice (EJ) considerations and cumulative impacts on nearby residents.

    In Louisiana’s industrial corridor, where demographic, health, and environmental indicators often trigger additional review, navigating these challenges requires a robust technical approach that combines air permitting, health risk assessment, environmental modeling, and community-focused analysis. Ramboll helped a major industrial facility meet these expectations while supporting a significant facility modification and long-term operational investment.

    Understanding the community context

    The project centered on supporting air permitting efforts for a planned facility expansion. Screening conducted using USEPA’s EJScreen tool indicated that the surrounding area included a predominantly underrepresented population and exhibited elevated environmental justice indicators, prompting additional evaluation as part of the Louisiana Department of Environmental Quality’s permitting process. The analysis therefore required a detailed assessment of both existing community conditions and the potential impacts associated with the proposed modification.

    Applying advanced air quality and health risk modeling

    To support the permitting process, Ramboll developed a comprehensive environmental justice assessment that integrated demographic data, health indicators, environmental monitoring information, and facility-specific emissions data. Using AERMOD dispersion modeling, the team evaluated emissions from a wide range of facility sources, including combustion equipment, process vents, cooling towers, storage vessels, fugitive emissions, and wastewater treatment operations. Detailed source characterization and emissions inventories were incorporated into the modeling framework to estimate community exposure to air toxics and diesel particulate matter.

    Consistent with the methodology outlined in the environmental assessment, Ramboll conducted cumulative evaluations of cancer risk, respiratory hazard indices, and diesel particulate matter concentrations to understand how facility emissions could contribute to community-level environmental burdens. By combining EJScreen indicators with site-specific emissions and dispersion modeling results, the team generated a more representative assessment of potential impacts than screening tools alone can provide.

    Enabling growth while building trust

    A key aspect of the project was translating highly technical findings into information that could be understood and evaluated by regulators and stakeholders. Our experts leveraged state health and environmental monitoring data to assess concerns, calculate cumulative health risks, and respond to specific community concerns related to air toxics. This detailed analysis provided the technical foundation needed to address environmental justice questions raised during the permitting review.

    Our study demonstrated the value of moving beyond screening-level metrics and using detailed, facility-specific analyses to evaluate potential impacts. By presenting a scientifically rigorous assessment, Ramboll helped provide regulators with a clearer basis for decision-making while enabling the client to communicate transparently about environmental performance and community impacts.

    The permit application was subsequently approved, allowing the client to move forward with the facility expansion with a strong foundation for ongoing community engagement, economic investment, and environmental stewardship.
